Minor Works Certificate vs EIC: When to Use Each

You finish the job, the customer's happy, and then comes the part nobody loves: which certificate do you actually issue? Get it wrong and you've either under-documented a notifiable job or buried a single socket swap in paperwork it never needed. Knowing where the line sits between a Minor Works Certificate and an Electrical Installation Certificate saves you time, keeps you compliant, and protects you if anything ever comes back to bite.

What each certificate actually covers

Both certificates are defined by BS 7671 (the Wiring Regulations), and both confirm that work has been designed, installed and tested to the required standard. The difference is scope.

An Electrical Installation Certificate (EIC) is for new installations or significant additions and alterations to an existing installation — anything that involves a new circuit. It records the full design, construction and inspection-and-testing details, and it usually carries up to three signatures (design, construction, inspection and testing), though a sole trader doing all three signs all three.

A Minor Electrical Installation Works Certificate (MEIWC, or "Minor Works") is for additions and alterations to an existing circuit that do not involve a new circuit. Think adding a socket to an existing ring, replacing a damaged accessory, or extending a lighting circuit. It's a shorter document with a single signature.

The simplest rule of thumb most electricians work to:

  • New circuit involved? EIC.
  • Working on an existing circuit, no new circuit? Minor Works.

When to use a Minor Works Certificate

A Minor Works Certificate is the right document when you're altering or adding to an existing circuit without creating a new one. Common examples:

  • Adding a socket-outlet or spur to an existing circuit
  • Replacing a consumer unit accessory or a damaged switch
  • Extending an existing lighting or power circuit
  • Moving an accessory to a new position on the same circuit

Even though it's the shorter certificate, it still requires you to inspect and test the circuit you've worked on. You confirm the circuit is safe, record the relevant test results (such as earth continuity, insulation resistance and earth fault loop impedance for the affected circuit), and confirm the protective measures are adequate.

Quick tip: A Minor Works Certificate is not a licence to skip testing. You still test the circuit you touched and the earthing/bonding serving it. If the result raises a concern beyond your job, note it and tell the customer in writing.

One thing that trips people up: a like-for-like consumer unit replacement is not minor works. When to use an EIC

Reach for an EIC whenever the work involves a new circuit or a new installation. Typical situations:

  • A new circuit run from the consumer unit (a new socket circuit, cooker circuit, EV charger circuit, etc.)
  • A new consumer unit / fuse board replacement
  • A full or partial rewire
  • A new installation in a property or extension

Because an EIC covers design, construction and verification, it's a fuller document. You'll record the supply characteristics, earthing arrangement, details of each new circuit, and the full schedule of test results. What about an EICR?

Worth clearing up, because the abbreviations blur together. An EICR (Electrical Installation Condition Report) is different again — it's an inspection of an existing installation to report its condition, not a certificate for work you've carried out. Part P and notification — don't forget the second step

Choosing the right certificate is only half the compliance picture. In England and Wales, certain electrical work in dwellings is notifiable under Part P of the Building Regulations, which usually means either notifying through your competent person scheme (such as NICEIC or NAPIT) or via building control.

As a rough guide, new circuits and consumer unit replacements are notifiable, while many minor alterations on existing circuits are not — but the rules differ by nation and do change, so always check the current official guidance rather than relying on memory.
