If you transport waste your business produced, in most cases yes — builders, electricians, plumbers, landscapers and tree surgeons moving their own waste generally need at least lower tier registration. Carrying other people's waste requires upper tier.
Lower tier covers carrying your own waste and certain specified wastes, and does not expire in the same way. Upper tier covers carrying waste produced by others, must be renewed every three years and carries a fee.
Carrying waste without valid registration is an offence and can carry a substantial fine, and it will fail a contractor compliance check. That is precisely why the expiry is surfaced with your other renewals rather than kept separately.
